Within the framework of the activities of the project “Enhancing the Roles of Non-Governmental Organizations in Sustainable Development and Climate Action at the Local Level - Sustainable Empowerment,” which is implemented by the Misr Al-Kheir Foundation with funding from the European Union, the Arab Center for Sustaining Civil Action issued a new policy paper entitled “Strategic directions for the future of civil society organizations in Egypt.”
The paper deals with a comprehensive analysis of the reality of NGOs in Egypt from institutional, legislative, and financing angles, and reviews the most prominent challenges facing this vital sector, in addition to the opportunities available to it in light of national, regional, and international transformations, most notably climate action, digital transformation, the rise of green financing, and the growth of development partnerships. The paper also presents four interconnected strategic directions aimed at enhancing institutional sustainability and activating the participation of civil society organizations in implementing Egypt’s Vision 2030, regional and international openness, and developing green volunteer initiatives, with a package of executive recommendations supporting the sustainability of the civil sector and enhancing its societal impact.

Misr El Kheir Foundation Launches a Public Policy Paper on “Strategic Pathways for Advancing Civil Society Organizations in Egypt.”
Developed within the Framework of the “A Community Vision for the Development and Advancement of Egypt’s Civil Society Organizations”
The paper provides an in-depth analysis of the current landscape of civil society organizations (CSOs) in Egypt, examining institutional, legislative, and financial dimensions. It highlights the main challenges and barriers facing this pivotal sector, while identifying emerging opportunities in light of national, regional, and global transformations—particularly in the fields of climate action, digital transformation, green financing, and the growing landscape of development partnerships.
Building on these insights, the paper proposes four strategic and mutually reinforcing directions aimed at:
• Enhancing institutional sustainability within CSOs;
• Strengthening their engagement in implementing Egypt’s Vision 2030;
• Expanding regional and international collaboration; and
• Promoting green volunteerism and climate-conscious community initiatives.
It also offers a set of evidence-based and actionable policy recommendations to enhance the sustainability and effectiveness of the civil society sector, ensuring a stronger and more inclusive contribution to Egypt’s sustainable development agenda.
This policy paper stems from the “Community Vision for the Development and Advancement of Egypt’s Civil Society Organizations,” launched by Misr El Kheir Foundation under the patronage of the Ministry of Social Solidarity, with the aim of building a more efficient, professional and impact-oriented civil society sector that operates in synergy with both the state and the private sector.
The full policy paper is available on the website of the Arab Center for the Sustainability.
