في إطار أنشطة مشروع “تعزيز أدوار المنظمات غير الحكومية في التنمية المستدامة والعمل المناخي على المستوى المحلي – تمكين مستدام”، الذي تنفذه مؤسسة مصر الخير بتمويل من الاتحاد الأوروبي، أصدر المركز العربي لاستدامة العمل الأهلي ورقة سياسات جديدة بعنوان “التوجهات الاستراتيجية لمستقبل المنظمات الأهلية في مصر”.

تتناول الورقة تحليلًا شاملًا لواقع المنظمات الأهلية في مصر من زوايا مؤسسية وتشريعية وتمويلية، وتستعرض أبرز التحديات التي تواجه هذا القطاع الحيوي، إلى جانب الفرص المتاحة أمامه في ضوء التحولات الوطنية والإقليمية والدولية، وعلى رأسها العمل المناخي، والتحول الرقمي، وصعود التمويل الأخضر، وتنامي الشراكات التنموية. كما تُقدّم الورقة أربعة توجهات استراتيجية مترابطة تهدف إلى تعزيز الاستدامة المؤسسية وتفعيل مشاركة المنظمات الأهلية في تنفيذ رؤية مصر 2030، والانفتاح الإقليمي والدولي، وتطوير المبادرات التطوعية الخضراء، مع حزمة من التوصيات التنفيذية الداعمة لاستدامة القطاع الأهلي وتعزيز أثره المجتمعي.

تأتي هذه الورقة في ضوء وثيقة “الرؤية المجتمعية لتنمية وتطوير قطاع المنظمات الأهلية في مصر”، التي أطلقتها مؤسسة مصر الخير برعاية وزارة التضامن الاجتماعي، بهدف بناء قطاع أهلي أكثر كفاءة واحترافية، وتعزيز قدرته على إحداث أثر تنموي مستدام من خلال الشراكة والتكامل مع الدولة والقطاع الخاص.

Misr El Kheir Foundation Launches a Public Policy Paper on “Strategic Pathways for Advancing Civil Society Organizations in Egypt.”

Developed within the Framework of the “A Community Vision for the Development and Advancement of Egypt’s Civil Society Organizations”

Within the framework of the project “Strengthening the Role of NGOs for Sustainable Development and Climate Action at the Local Level – Tamkeen Mosdtam” implemented by Misr El Kheir Foundation with funding from the European Union, the Arab Center for the Sustainability of Civil Society has released a new public policy paper titled “Strategic Pathways for Advancing Civil Society Organizations in Egypt.”

The paper provides an in-depth analysis of the current landscape of civil society organizations (CSOs) in Egypt, examining institutional, legislative, and financial dimensions. It highlights the main challenges and barriers facing this pivotal sector, while identifying emerging opportunities in light of national, regional, and global transformations—particularly in the fields of climate action, digital transformation, green financing, and the growing landscape of development partnerships.

Building on these insights, the paper proposes four strategic and mutually reinforcing directions aimed at:

• Enhancing institutional sustainability within CSOs;

• Strengthening their engagement in implementing Egypt’s Vision 2030;

• Expanding regional and international collaboration; and

• Promoting green volunteerism and climate-conscious community initiatives.

It also offers a set of evidence-based and actionable policy recommendations to reinforce the sustainability and effectiveness of the civil society sector, ensuring a stronger and more inclusive contribution to Egypt’s sustainable development agenda.

This policy paper stems from the “Community Vision for the Development and Advancement of Egypt’s Civil Society Organizations,” launched by Misr El Kheir Foundation under the patronage of the Ministry of Social Solidarity, with the aim of building a more efficient, professional, and impact-oriented civil society sector that operates in synergy with both the state and the private sector.
