“Strategic directions for the future of NGOs in Egypt”

It is a general policy paper founded on The contents and outputs of the Misr Al Khair Foundation’s community vision document, which reflected the aspirations and priorities of various actors in the civil sector in Egypt.

The paper deals with a comprehensive analysis of the reality of civil society organizations in Egypt, and reviews the most prominent institutional, financing, legislative, social, environmental, and international challenges facing this vital sector. It also explores opportunities for transformation in light of national developments. Regional and international, most notably climate action, digital transformation, the growing role of development partnerships, and the rise of green financing.

The paper presents four interconnected strategic directions aimed at enhancing institutional sustainability, activating the participation of civil society organizations in implementing Egypt’s Vision 2030, regional and international openness, and developing green voluntary initiatives, with a package of executive recommendations. This paper represents a call to adopt a balanced and sustainable development partnership model between the state, civil society and the private sector, which enhances the independence and effectiveness of civil society in Egypt, and repositions civil society organizations as an independent and effective development engine in facing development and environmental challenges in the coming years.
