About the NGO Performance Development Laboratory
The “Performance Development Laboratory for Non-Governmental Organizations” is the first incubator in the field of developing the performance of organizations. According to the laboratory’s working mechanism, the development process goes through a number of stages within this laboratory, including: institutional evaluation of the organization, proposing interventions for development based on the results of the evaluation, setting a time plan to implement the proposed interventions, and finally Follow-up, evaluation, and graduation of the NGO after confirming the results of the interventions and issuing a certificate thereof.
The laboratory’s work includes a set of interventions at the institutional level, such as: restructuring and formulating a package of policies and procedures that regulate administrative and financial processes, decision-making methods, planning, attracting and managing resources. Interventions include developing project and program management and working to link them to sustainable development goals.
This is consistent with the stage of growth that the civil society organization is going through, its roles within the local community, and the size of the program and project portfolio. The issues of consolidating the concepts and principles of governance, good management, and sustainable development within the organization targeted by the development process are considered one of the basic pillars of development, given their importance as one of the basic requirements for achieving institutional sustainability.
Joining the laboratory is considered optional by the civil society organization, provided that this is preceded by the center’s management’s approval for the civil organization to join and in accordance with the annual plans for the centre’s program and the availability of opportunities to join.

- Enabling the work teams of civil society organizations to manage their organizations efficiently and effectively and link their practices to sustainable development applications.
- Building a civil organizational entity with systems, mechanisms, identity, and mission that it seeks to achieve in its local community.
- Building a learning system for the NGO helps preserve the experiences that you or others are experiencing.
- Making the civil organization an advanced system with an administrative philosophy based on the interaction of individuals as a work team.
- Increasing the ability of the civil society organization to adapt to different environmental variables.
- Enabling the civil society organization to identify the problems it faces and solve them in a scientific manner.
- Helping the NGO develop a system based on the authority of roles and positions in addition to the authority of knowledge.
- Helping the NGO solve its problems by providing it with full knowledge of organizational processes, the results of those processes, and the mechanisms that are used to solve those problems.
- Working to increase the performance of services and development projects within the community implemented by Arab NGOs.
- Working to improve the institutional structure of Arab NGOs.
- Facilitating between Arab consultants and experts to transfer expertise and support Arab civil work.
Laboratory Mechanism
The laboratory includes several activities and methods, including field activities through field visits to the organization, and online activities through a work team of specialists in developing civil work organizations.
Stages of Laboratory Work
- 1 - Register the organization wishing to join and be approved by the platform administration.
- 2 - After the organization is registered and accepted, the association enters the laboratory and conducts a self-evaluation.
- 3 - Conduct a field institutional assessment of the organization through a field visit to it and with the participation of representatives of the organization to determine its institutional capabilities and identify the gaps and institutional challenges that greatly affect its performance within society.
- 4 - Based on the results of the organization’s institutional evaluation, a capacity building plan is designed for it with participation, lasting from 6 months to a year, which includes improvement activities and interventions.
- 5 - Each organization within the development laboratory has its own account/page that includes the evaluation results, follow-up plans for interventions, and any notifications from the organization’s platform management.
- 6 - To manage the plan, there is an accurate follow-up system using multiple methods to determine the progress made in implementing the proposed interventions, some of which are implemented through field visits by a specialized work team, and some are assigned to those in charge of the organization.
- 7 - At the end of the intervention plan, the institutional re-evaluation is carried out to determine the progress made in the organization’s performance, and based on the results of the evaluation, the organization is graduated and obtains an accredited certificate regarding the level of capabilities and its institutional organization.

Conditions for Joining the Laboratory
- The organization must not be banned by the Ministry of Social Solidarity.
- To be institutionally evaluated through the NGO Development Program team of the Misr El Kheir Foundation.
- It is preferable that the organization have a precedent of cooperation with the institution and not be banned from one of its sectors.
Advantages of Obtaining Laboratory Services
- Providing opportunities for NGOs represented by participants to obtain development consultations to develop the institutional, organizational and programmatic conditions of their NGOs via e-mail or field visits.
- Most of the services are provided free of charge, without any fees to the NGO that the trainee represents.
- Obtaining a certificate of graduation from the laboratory with a degree of institutional capacity competency.
